Mid-term Analysis of Budget: Formulation of Project Bank in the offing

February 21: The government conducting mid-term analysis of budget has figured out tasks to be completed in remaining period of current FY and challenges that may arise while performing. The mid-term budget report presented by Finance Minister Krishna Bahadur Mahara on February 20 in the Ministry evaluated the tasks that were completed and figured out tasks that need to be performed in remaining period.  The report mentioned essential of building a mechanism under which the three yearly spending structure will be made realistic by making it participatory and the annual budget will be allocated based on the same.

According to the report, the government will form a project bank in order to manage capital investment and study feasibility of big and medium projects. The report also mentioned of essentiality of managing and selecting the completed projects as per priority.  The report stressed on requirement of separate law and mechanism to complete the national prioritised and other important projects in time. The report also mentioned of making project head and officials of related ministries more responsible in implementing the project. The government also views importance in forming a mechanism to increase capacity of constructors and to stimulate or punish the constructors to complete projects in time.  The report suggest government to target budget so that to become a middle-income country by 2030.
