Locking System of Fuel Enters Second Phase

March 21: Nepal Oil Corporation (NOC) is preparing to implement locking system on tankers importing fuel to Nepal from Betalpur and Gonda of India.  The state-run oil monopoly is preparing to implement this system to avoid unauthorized leakage of fuel imported from Betalpur to Nepalgunj and Gonda to Bhairahawa.

In the first phase, NOC had introduced this system to check leakage of fuel imported from Siliguri of West Bengal of India. The government decided to implement the locking system due to increasing cases of fuel theft on the way. The locking system was formally inaugurated only a few days ago, informed Sushil Bhattarai, chief executive of NOC.

According to NOC, it is planning to implement the locking system from the two border points -- Betalpur and Gonda -- within March 29.

“Though some inconvenience was felt at the beginning, the situation has become normal now,” he said.

Drivers of the fuel tankers had protested the decision at first. According to Bhattarai, NOC is planning to implement the system in all tankers within three months.

A team of NOC had conducted a long study with Indian Oil Corporation (IOC) on the implementation of the locking system. Bhattarai assured that with the implementation of the locking system, the chances of fuel theft will get minimize.

“The locking system of IOC is of international level and the same design is being implemented in Nepal,” informed Bhattarai. The keys of locking system are only with the head of NOC and IOC and that is why the theft will come to an end, claimed Bhattarai.
