The Commission for the Investigation of Abuse of Authority (CIAA) filed a charge sheet against Surya Prasad Silwal, Chairperson of the Nepal Insurance Authority, in the Special Court in Kathmandu on Monday, December 9.
The CIAA, the constitutional anti-graft body, has accused Silwal of misrepresenting his date of birth to unlawfully extend his tenure and receive government benefits.
According to a statement issued by the anti-graft body, Silwal altered his date of birth on multiple occasions. “Silwal should have retired as the chair of the authority on August 1, 2023, upon reaching the mandatory retirement age of 65,” the statement reads. “However, he continues to hold the position unlawfully.”
The CIAA highlighted discrepancies in Silwal’s official documents. His diploma transcript from Tribhuvan University lists July 30, 1958 (2015/4/15 BS) as his birthdate, while a copy of his citizenship certificate, issued by the District Administration Office in Kathmandu on April 30, 2009, states it as November 8, 1959.
Silwal reportedly used the birthdate from his transcript to join the civil service as a gazetted third-class officer on July 16, 1986, retiring from service on July 30, 2016, based on this date.
However, while serving as a civil servant, Silwal provided a different date of birth—November 9, 1961—when applying for diplomatic and special passports, according to the CIAA.
The CIAA has accused Silwal of violating several provisions of the Prevention of Corruption Act, 2002, and has demanded the recovery of Rs. 3.66 million, representing the benefits and facilities he unlawfully received from the government since August 1, 2023.
