A complaint has been filed at the Commission for the Investigation of Abuse of Authority (CIAA) against Energy Minister Deepak Khadka, Chairman of the Electricity Regulatory Commission Ram Prasad Dhital, and Energy Secretary Suresh Acharya, accusing them of obstructing the Nepal Electricity Authority (NEA) from collecting outstanding dues on dedicated feeder and trunk line electricity usage.
Pavitra Mani Sharma, coordinator of the ‘Good Governance for Prosperity’ campaign, lodged the complaint on Tuesday, February 25.

Sharma highlighted the long-standing dispute between the ministry, commission, and NEA, emphasizing that the NEA’s primary duty is to collect electricity tariffs.
The complaint alleges that instead of allowing NEA to fulfill its responsibility, the ministry repeatedly issued directives through the commission preventing the recovery of dues and pressured the authority to conduct investigations instead.
“It appears that the commission has been misused as a tool to issue repeated directives to NEA,” the complaint states. Additionally, it accuses Dhital of maintaining frequent communication with industrialists for personal gain.
The complaint calls for an impartial investigation into all three officials and appropriate legal action.
