On Friday, January 31, the government tabled six ordinances in the House of Representatives as the Winter Session of the Federal Parliament commenced.
On behalf of Prime Minister KP Sharma Oli, Minister for Communications and Information Technology Prithvi Subba Gurung presented the Ordinance to Amend Some Nepal Acts Related to Promotion of Good Governance and Public Service Delivery, 2081.

Similarly, Deputy Prime Minister and Finance Minister Bishnu Paudel tabled three ordinances: Ordinance on Economic Work Procedure and Fiscal Accountability (1st amendment), 2081; Ordinance on Privatization (1st amendment), 2081; and Ordinance to Amend Some Acts Related to Reforming the Economic and Commercial Environment and Promoting Investment, 2081.
Minister for Land Reform, Cooperatives, and Poverty Alleviation Balaram Adhikari introduced Ordinance to Amend Some Nepal Acts Related to Cooperatives, 2081 and Ordinance to Amend Some Nepal Acts Relating to Land, 2081.
The opposition has condemned the government’s use of ordinances, while the ruling coalition argues they are necessary to overcome bureaucratic delays in the legislative process.
Addressing Parliament earlier Friday, Oli defended the ordinances as essential for boosting private sector confidence, fostering an investment-friendly environment, and ensuring good governance.
“We successfully reformed laws that had been stalled for years through ordinances,” Oli said. “These ordinances serve the people and were introduced for their benefit.”
