The Nepalese Army (NA) has stated that resolving the ongoing dispute in the Khokana-Bungmati area, part of Package No 11 of the Kathmandu-Terai Expressway, would enable the national pride project to be completed within its deadline.
NA Spokesperson Brigadier General Gaurav Kumar KC acknowledged that the project has faced delays due to various challenges but emphasized efforts to advance it within the set timeline. The NA is responsible for constructing the 72.5-km expressway linking Kathmandu to Madhesh Province, with Package No 11 identified as a key hurdle, according to Spokesperson KC.
“We have been unable to proceed with contract and procurement tasks due to unresolved issues in Package No 11. While a committee has been established under the coordination of the Defense Ministry, it is crucial to create a supportive environment by securing cooperation from local residents and other stakeholders,” he stated.
The four-lane expressway, designed along the Bagmati River Corridor, will extend from Khokana in Lalitpur to Nijgadh in Bara, passing through Makawanpur as per the Detailed Project Report.
Army Spokesperson KC also noted that issues related to tree felling and land acquisition are being resolved. Although progress appears limited by percentage, substantial on-the-ground advancements have been made, with 36.42% of the project completed so far. He assured that addressing payment and administrative issues promptly would keep the project on schedule.
Regarding land acquisition challenges in Khokana-Bungmati, Spokesperson KC highlighted delays due to prolonged decisions on the expressway's starting point and traffic management, which have affected procurement timelines. Financial progress currently stands at 38.55%.
Of the 13 construction packages, Packages No 1 through 10 are under construction, with Package No 11 remaining the most challenging. The expressway will feature a 6.41-km tunnel and 89 bridges covering a total of 10.59 km. -- RSS
