The Ministry of Energy, Water Resources, and Irrigation has asked Nepal Electricity Authority (NEA) Executive Director Kulman Ghising for a nine-point explanation, accusing him of neglecting his responsibilities. The ministry claims he has failed to fulfill his duties as per the performance agreement, has not submitted the required performance details, and has created a situation where performance evaluation cannot be conducted in accordance with Section 10.3 of the agreement. Consequently, the ministry has sought an explanation as to why his appointment should not be terminated under the same provision.
The letter, issued on Monday by Energy Secretary Suresh Acharya, instructs Ghising to respond within seven days. It further states that if the explanation is unsatisfactory, further action will be taken as per the law.
"Clause 10.3 of the performance agreement clearly states that if the second party, i.e., you, receive less than 50 percent marks in the third year's performance evaluation, the agreement can be canceled, and you may be recommended for removal from service," reads the letter obtained by New Business Age.
The ministry has cited several reasons for seeking clarification, including Ghising’s failure to submit details requested in the past, submission of incomplete information, and dissent expressed by a committee formed by Energy Minister Deepak Khadka. The committee, which was tasked with examining the bills for dedicated feeders and trunk lines, had noted objections to the proposal for salaries, allowances, and other facilities.
Ghising, however, has been demanding evidence of the committee's legality, claiming it was not formed in accordance with the law. Since the formation of the government under Prime Minister KP Sharma Oli, relations between the government and Ghising have been strained. In particular, disagreements over arrears for dedicated and trunk lines have intensified tensions between the two sides.
