The government has revised the procedures of the Prime Minister Employment Programme to mobilize resources and manpower for post-disaster reconstruction. The Ministry of Labour, Employment, and Social Security has amended the Community Project Based on Pay for Work (Operation and Management) Procedures, 2077, allowing those registered as unemployed to participate in disaster response and reconstruction efforts.
Minister for Labour, Employment, and Social Security, Sarat Singh Bhandari, stated that the amended procedures enable unemployed individuals to be employed in disaster recovery and reconstruction. A new clause has been added, allowing the executive to make immediate decisions during disasters for relief and reconstruction projects by mobilizing registered unemployed citizens.
The amendment empowers local governments to promptly repair community infrastructure during disasters by making decisions through their executives. The local levels can now carry out rescue and relief works as well as the reconstruction of small projects by mobilizing the resources of the Prime Minister Employment Programme during future disasters.
Minister Bhandari urged local governments to utilize those registered as unemployed for infrastructure repair. Local executives can now allocate conditional grants provided through the Prime Minister Employment Programme for post-disaster infrastructure repairs and maintenance.
The government has already declared 41 local units across 11 districts affected by recent disasters as Disaster-hit Zones for three months. -- RSS
