Because Birgunj is one of the major trade hubs of the country and Birgunj-Pathlaiya corridor has been suffered from political volatile situation. So, it would be better to seek commitment from PMs at the same place.

It is indeed a good initiative that politicians signed a 12-point declaration. But signing is just a beginning. We should regularly put pressure on politicians to stick to their commitment in days ahead. The agreement should be translated into action. We want sincere commitment from former PMs and their respective political parties.
