Government begins printing driving licences using domestic facility

The government has resumed printing driving licences through its own Security Printing Centre.

The state-owned facility, which operates under the Ministry of Communications and Information Technology (MoCIT), officially began operations on Friday, November 7. The launch ceremony was held at the centre in Banepa, Kavre, and inaugurated by Minister Jagadish Kharel.

Minister Kharel said the facility would gradually take over the printing of national identity cards, passports, land registration certificates, vehicle stickers, and postage stamps — tasks that have traditionally been outsourced abroad.

According to the ministry, printing of around 2.8 million driving licences is currently pending.

Devraj Dhungana, Executive Director of the Security Printing Centre, told the state-run RSS news agency that printing had commenced after resolving a series of legal and technical hurdles.

“In the first phase, the centre has started printing under an agreement covering 1.2 million items,” Dhungana said. The facility initially plans to print around 500 licences per day, with production to be scaled up gradually.

The government has invested about Rs 3 billion in setting up the centre, which aims to strengthen national self-reliance in secure document production.
