Four months into the current fiscal year, 25 local levels across the country—including 24 in Madhesh Province—have yet to present their budgets.
Of the 136 local levels in Madhesh Province, 112 have tabled their budget estimates for the current fiscal year, while 24 have not. Nationwide, 728 local levels have presented their budgets.
The Constitution requires the federal government to present its budget by Jestha 15 (Republic Day, around May 29), provincial governments by Asad 1 (around June 15), and local levels by Asad 10 (around June 24) every year. Despite this provision, several local bodies have missed the deadline.
According to the Ministry of Federal Affairs and General Administration, Rajbiraj Municipality, Agnisair Krishnasawaran Rural Municipality, Balan Bihul Rural Municipality, and Kalyanpur Municipality in Saptari have not presented their budgets.
Other local levels yet to table their income and expenditure estimates are Dhangadhimai Municipality and Sukhipur Municipality of Siraha; Kshireshwor Municipality, Nagarain Municipality, Aurahi Rural Municipality, Kamala Municipality, and Janakandini Rural Municipality of Dhanusha.
Similarly, Dhanauji Rural Municipality of Dhanusha; Sonma Rural Municipality and Malangawa Municipality of Mahottari; Hariwon Municipality, Chandranagar Rural Municipality, and Ramnagar Rural Municipality of Sarlahi; Katahariya Municipality, Dewahi Gonahi Municipality, Fatuwa Bijaypur Municipality, and Yamunamai Rural Municipality of Rautahat; Mahagadhimai Municipality and Bishrampur Rural Municipality of Bara; and Pakaha Mainpur Rural Municipality of Parsa have also failed to present their budgets.
In addition, Suddhodhan Rural Municipality of Lumbini Province has not presented its budget for the current fiscal year. -- RSS
