The process of preparing budget for the upcoming fiscal year (FY 2026/27) has officially begun with the National Planning Commission (NPC) soliciting proposals from provinces and local bodies for plans and programs to be implemented under federal supplementary and special grants.
Provinces and local bodies must submit their proposals for federal supplementary and special grants by mid-February 2026.
“The provinces and local bodies should submit proposals that avoid duplication with projects or programs implemented from other sources, as well as with ongoing projects and programs,” the NPC said in its call for proposals. “For provinces, proposals must include prioritised recommendations prepared by the relevant Provincial Policy and Planning Commission along with the province government’s endorsement. For local bodies, recommendations from the executive body are required.”
The NPC also stated that proposals for supplementary and special grants must be submitted exclusively through its electronic information management system.
Additionally, the commission urged applicants to follow the provisions outlined in the Supplementary Grant Procedure (First Amendment), 2025 and the Special Grant Procedure (First Amendment), 2025. According to these procedures, proposals must include feasibility studies, drawings, designs, specifications, and detailed cost estimates for the projects.
Other required documents include environmental assessment reports and related paperwork. For local bodies, proposals must be accompanied by decisions from the relevant executive body, while for provinces, the Provincial Policy and Planning Commission’s recommendation and approval by the provincial cabinet are required, as per the established procedures. -- RSS
