Government Allows Limited Import of Peas, Beetle Nuts and Pepper for Industrial Use

The government has allowed production-oriented industries to import peas, beetle nuts and black pepper strictly as raw materials for industrial purposes, while maintaining a ban on their import for other uses.

According to a notice published in the Nepal Gazette, the decision allows imports of these commodities for industrial use during the current fiscal year (FY 2025/26). The government has made it clear that the permission applies only to industries that use these items as raw materials and not for commercial trading or consumption.

The notice states that the Department of Industry will grant import permission only after conducting thorough verification of the concerned industries. The department must ensure the availability, necessity and justification of the industrial raw materials, determine the required import quantity, and confirm that the imported materials are used solely for industrial purposes.

Once the required quantity of raw materials is verified, the Department of Industry will recommend the import of the specified commodities to the Department of Commerce, Supply and Consumer Protection.

For newly established industries, applicants are required to submit copies of the industry registration certificate, VAT and Permanent Account Number (PAN) registration certificates, details of production capacity, a copy of the industry’s approved annual scheme, and a self-declaration stating operational and production targets for the current fiscal year.

Industries that have been in operation must submit copies of their industry registration certificate and updated company registration letter, VAT and PAN registration certificates, tax clearance certificate for the previous fiscal year, and details related to production capacity and operational status.

In addition, existing industries must also provide a self-declaration of operational status and production targets for the current fiscal year, a copy of the approved annual scheme, and, if applicable, details of raw materials imported in the previous fiscal year, including quantities used, production achieved, and remaining stock.
