Commission Submits Report on Gen Z Protest Violence

The prime minister said the government will study the report and make at least its conclusions public if the full document cannot be released immediately

The judicial inquiry commission formed to investigate the killings and destruction during the Gen Z-led protests of September 8 and 9 submitted its report to the government on Sunday, March 8.

Commission chair Gauri Bahadur Karki handed over the report to Prime Minister Sushila Karki at a programme held at the Office of the Prime Minister and Council of Ministers. Ministers, the chief secretary and other commission officials were present at the event.

Karki said the report includes recommendations aimed at preventing similar incidents in the future.

“Poor governance led to this incident. Regulatory bodies have been distorted, and there are delays across both the judiciary and the executive,” he said. “The growing practice of making appointments — from judges to constitutional positions — through partisan power-sharing has increased public anger.”

Commission member Bigyan Raj Sharma said the document is primarily an inquiry report and that the concerned authorities must now conduct further investigations. “This report has laid the groundwork for such investigations,” Sharma said.

Receiving the report, Prime Minister Karki said she and the home minister would review it before presenting it to the Cabinet.

“After examining the details, if the full document cannot be made public immediately, we will at least release its conclusions,” the prime minister said.

The commission was formed on September 21 under the leadership of Karki, a former chairperson of the Special Court. Its members included former Additional Inspector General of Police Bigyan Raj Sharma and legal expert Bishweswor Bhandari.

The commission’s deadline was extended several times.
