Three information technology associations have submitted a joint 41-point recommendation to improve the government's “E-Governance Blueprint 2081,” aimed at digitizing public services for greater transparency, efficiency, and accessibility.
The Computer Association of Nepal Federation (CAN Federation), the Center for Cyber Security Research and Innovation (CSRI Nepal), and the Information Security Response Team Nepal (NPCERT) jointly presented their feedback in a formal memo to Chudamani Paudel, Secretary at the Office of the Prime Minister and Council of Ministers, on Friday, May 23.

CAN Federation Acting President Chiranjivi Adhikari expressed optimism that the government's “Digital by Default” policy, promotion of public-private partnerships, and the “One Citizen, One Dashboard” concept will help create an inclusive and accessible digital ecosystem. He emphasized the importance of prioritizing cybersecurity, enhancing digital literacy, and integrating emerging technologies such as artificial intelligence and blockchain.
CSRI Nepal President Dr. Shaligram Parajuli noted that the blueprint aligns well with the Digital Nepal Framework and could significantly improve the efficiency of government service delivery if implemented effectively.
NPCERT President Dr. Rajiv Subba underscored the urgent need to focus on data security. He advocated for the development of robust cybersecurity standards, comprehensive data protection policies, and secure systems for cross-border data transfers.
Responding to the submission, Secretary Paudel reaffirmed the government’s commitment to working collaboratively with the private sector and assured that the feedback would be seriously considered in refining the blueprint.
The E-Governance Blueprint 2081 is built on seven strategic pillars: strengthening digital infrastructure, citizen-centric service delivery, human resource development, technological innovation, legal and policy reform, inter-agency coordination, and system evaluation.
Key initiatives under the blueprint include the establishment of a national cloud infrastructure, expansion of rural internet access, creation of a unified digital dashboard and citizen app, real-time public feedback mechanisms, promotion of green IT, and the provision of services in local languages.
